Position Description:
The Manager, Community Building provides strategic oversight and supervision for Texans Together community building and outreach efforts across Region 6. This position plays a central role in advancing the organization’s commitment to authentic, equitable, and relationship-based community building in support of children and families served. The Manager leads a team of Community Liaisons who serve as trusted bridges between the child welfare system and local communities, cultivating durable partnerships, conducting in-depth community assessments, and identifying opportunities to connect families and providers to needed resources. The Manager is responsible for shaping and guiding the community building strategy, ensuring that the work is rooted in deep knowledge of place, systems thinking, and a long-term vision for impact. This is a highly collaborative role requiring an individual with experience in systems navigation, cross-sector engagement, staff development, and data-informed planning.

Primary Responsibilities:
  • Provide direct supervision and support to a team of Community Liaisons.
  • Guide Community Liaisons in conducting SWOT analyses of community assets and identifying gaps across Region 6.
  • Oversee the development and implementation of community mapping strategies to support resource identification and connection.
  • Design and implement metrics and qualitative indicators to track the success and impact of community building efforts.
  • Develop and maintain relationships with key stakeholders, including nonprofits, schools, healthcare providers, faith-based organizations, and child welfare partners.
  • Serve as a strategic advisor in Texans Together staffings, ensuring Community Liaisons are effectively linking resources to the needs of children in care and their families.
  • Promote alignment between traditional outreach efforts (e.g., recruitment, tabling events, community awareness) and broader community building strategies.
  • Lead and support cross-functional collaboration with internal departments and programs to enhance service coordination and client connection.
  • Foster a team culture grounded in equity, reflection, and ongoing learning, supporting Liaisons in applying community building principles to their daily work.
  • Ensure team members are cross trained in DePelchin’s programs and capable of effectively referring families to appropriate services.
  • Monitor performance against established KPIs and outcome benchmarks and use data to guide decision-making and resource allocation.
  • Represent the Community Building division in interdepartmental meetings and planning initiatives, advocating for community-centered approaches.
  • Identify and respond to emerging community needs, adapting strategies and team focus as necessary.
  • Potentially serve as a liaison in a smaller geographic area.
Required Qualifications:
  • Bachelor's degree in social work, public health, public administration, sociology, education or closely related field.
  • Minimum five (5) years of progressively responsible experience in community engagement, systems navigation, or related work in: child welfare, public health, nonprofit services, education, behavioral health, or social services.
  • Minimum two (2) years supervisory experience, including direct supervision of staff, coaching, and performance management.
  • Demonstrated experience in working with diverse and underserved communities, including knowledge of community assets, needs, and dynamics in complex urban or regional environments.
Knowledge, Skills, and Abilities:
  • Deep understanding of community engagement principles, especially in underserved or system-impacted communities.
  • Working knowledge of child welfare systems, including family reunification, foster care, and wraparound support services.
  • Familiarity with community resource landscapes across sectors such as education, healthcare, behavioral health, housing, and nonprofits.
  • Understanding of program planning, KPI development, and outcome-based measurement frameworks.
  • Knowledge of Community-Based Care (CBC) structure in Texas, or willingness to learn quickly.
  • Strong ability to coach, motivate, and support a geographically distributed team engaged in nuanced and strategic work.
  • Capable of setting vision, building measurable plans, and aligning people and processes to execute
  • Excellent verbal and written skills for internal collaboration, external partner engagement, and representation in multi-stakeholder environments.
  • Comfortable with both quantitative and qualitative data collection, synthesis, and reporting to inform decision-making and storytelling.
  • Proficient in Microsoft Office Suite; experience with CRM platforms, project management tools and virtual collaboration tools.
Work Conditions:
  • Environment: Hybrid
  • Range of Schedule: Mon – Fri, 7:00 a.m. to 8:00 p.m.
  • Travel: Frequent (Must have valid Texas Driver License and current Auto Insurance)
